the alleged prescriptive right of the Chinese and should also be asked. whether they would now agree, in view of the past Immigration and Deportation Legislation of Hong Kong, quoted by Mr. McPetrie in the Appendix to his Memorandum, that the Chinese have acquired no prescriptive right to enter or settle in Hong Kong.

3. We should now send Mr. Scott, with reference to (11) on the 1947 file, a copy of (1) and its enclosures (several times referred to in

Mr. McPetrie's Memorandum), 2 copies of the Memorandum itself and a short letter on the lines suggested by Mr. McPetrie.

4. We might also send a copy of the Memorandum to Mr. MacDougall, referring to the last sentence of (3) and noting that the memorandum has been referred to the Foreign Office for their further views as suggested in the last paragraph of the Memorandum proper on page 7.
